Tennessee’s Budget, Explained: The budget passed. Now citizens should follow the money.

A state budget does not end the public’s job. It begins it.

That may be the most important lesson in this series.

Over the past several articles, we have walked through what Tennessee’s budget is, how to read it and what the public record shows in major areas such as education, transportation, rural health, public safety, workforce, housing and growth.

The point has not been to tell readers whether to like or dislike each choice.

The point has been simpler: understand what the state authorized, then know what to watch next.

That is how citizens move from argument to oversight.

Tennessee’s budget bill for this cycle was SB 2690/HB 2631. The Tennessee General Assembly’s bill page says the appropriations bill covers expenses for state government for the fiscal years beginning July 1, 2025, and July 1, 2026. It includes state operations, state aid and obligations, capital outlay, debt service, emergency and contingency spending, and restrictions on how appropriations may be obligated and spent.

The Senate and House passed the bill April 16. The bill page shows it was transmitted to the governor May 11.

That language is technical, but the idea is not
