The Army paired Fort Campbell with BWXT for a proposed 20-megawatt microreactor under Project Janus. TVA supports the military-resilience goal but has not publicly tied the reactor to an interconnection request, NRC says its jurisdictional questions require more time, and the Army is still assembling answers on siting and emergency planning.

FORT CAMPBELL, Ky. — The U.S. Army has selected Fort Campbell for one of its first contractor-owned nuclear microreactors, pairing the installation with BWXT Advanced Technologies as part of a program intended to keep critical military operations powered when the civilian electric grid cannot.

The selection is real. Much of the project behind it is still being defined.

The Army announced Wednesday that five companies paired with five military installations can receive as much as a combined $2.2 billion during fiscal years 2027 through 2031. Payments are expected to be tied to technical milestones, with participating companies contributing private capital.

That $2.2 billion is a ceiling across Project Janus. It is not an award of $2.2 billion to Fort Campbell or BWXT.

The Army also is working toward a presidential deadline of having one Army-regulated nuclear reactor operating at a domestic military installation by Sept. 30, 2028.

That does not mean Fort Campbell’s reactor is scheduled to operate in 2028.

BWXT says its current Fort Campbell plan calls for groundbreaking in late 2028, with operations beginning in the early 2030s.

The distinction becomes more important as the project moves from announcement to implementation. The exact reactor site has not been disclosed. The Fort Campbell-specific federal investment has not been disclosed. The public does not yet know whether the reactor will connect to TVA’s system, how grid costs would be allocated, what parts of the Army regulatory record will be public or which Tennessee and Kentucky agencies will participate in emergency planning.

And after questions from The Redemption Project this week, several of the agencies involved say those answers are still being assembled.

What BWXT proposes to build

BWXT says it intends to deploy a version of its Advanced Nuclear Reactor, or BANR, at Fort Campbell.

The company’s current design would produce approximately 20 megawatts of electricity and 75 megawatts of thermal energy. BWXT says it would use TRISO particle fuel in a high-temperature gas-cooled design, occupy fewer than five acres for a single unit and operate for roughly four years between refueling cycles.

Those remain company projections rather than final permit conditions.

BWXT says the first phase includes selecting the precise site, performing site characterization, beginning Army regulatory work, arranging production of TRISO fuel at existing BWXT facilities, creating the operating-company structure and ordering long-lead equipment.

That list is important because it shows what Wednesday’s announcement did not do.

The Army selected an installation and a technology company.

It did not announce a finished reactor project.

The reactor could physically be in Tennessee or Kentucky

Fort Campbell’s name creates another easy misconception.

The Army identifies the installation as Fort Campbell, Kentucky, and its official postal address is in Kentucky. The military post itself crosses the state line, with a substantial majority of its acreage physically in Tennessee.

BWXT says precise site selection remains part of its first phase.

Until the Army identifies the parcel, it therefore would be inaccurate to say the reactor itself will be built in Kentucky — or Tennessee.

That answer will affect more than the dateline.

The location will help determine which state environmental and emergency-management agencies are nearest to the facility, which local responders may participate in emergency planning, which natural and cultural resources require review and how any electric connection reaches the surrounding power system.

The Redemption Project asked Fort Campbell how many candidate sites are under consideration, which state each occupies, what criteria are being used and when the public will see the environmental-review process.

The Army has not declined those questions.

Maj. Paul O’Daniel, public affairs director for the 101st Airborne Division, told TRP that Fort Campbell and 101st Airborne public-affairs personnel are coordinating and actively gathering answers, including identifying the appropriate Army offices for questions the installation itself cannot answer.

Those outstanding questions include the candidate-site geography, National Environmental Policy Act review, public participation, Fort Campbell’s electrical load, emergency-planning boundaries, civilian-agency involvement, responder training and equipment, public notification and emergency exercises.

The distinction matters.

Those questions are pending, not unanswered because the Army refused to engage.

The regulatory model is unusual

Commercial nuclear power reactors normally move through an NRC licensing system that produces an extensive public regulatory record.

Project Janus is being structured differently.

The Army says the prototype reactors will be contractor-owned, contractor-operated and regulated by the Army under the federal military nuclear framework. Army Regulation 50-7 establishes an Army reactor program covering permits, safety review, radiation protection, operator qualifications, emergency planning, environmental monitoring, inspections, security, incident reporting and decommissioning.

More recent Army materials identify the Army Reactor Regulatory Office, or ARRO, as the organization responsible for regulating and permitting military reactors.

That means the public-accountability question is not whether Janus has any regulator.

It does.

The question is what the public will be able to see from that regulator.

Will an unclassified permit application be published? A safety-analysis report? Permit conditions? Inspection findings? Enforcement actions? Will outside experts or nearby residents be able to submit technical comments? What can be withheld because of legitimate military security concerns, and what ordinary safety information will remain public?

The Army is among the entities now assembling answers to TRP’s questions on that process.

NRC says the jurisdiction questions require more time

The Nuclear Regulatory Commission has not yet given TRP a definitive answer on how its jurisdiction intersects with the Fort Campbell reactor.

NRC Senior Public Affairs Officer Maureen Conley said the questions involve sufficiently complex legal, jurisdictional and hypothetical issues that the agency could not responsibly answer them by TRP’s same-day deadline. She said NRC staff will work on substantive answers next week.

That means one conclusion should remain open for now.

The Army describes Janus as an Army-regulated military reactor program. TRP specifically asked NRC whether it agrees that the Fort Campbell reactor would fall outside ordinary commercial Part 50 reactor licensing, what NRC jurisdiction could remain over nuclear materials and fuel, and whether a change in ownership, purpose or commercial electricity sales could alter that jurisdiction.

NRC has not yet answered those questions.

The agency did, however, point TRP toward an ongoing rulemaking that may become important later.

NRC is considering a process intended to streamline review when a future commercial reactor applicant relies on technical information generated through a design previously reviewed or authorized by the Department of Energy or Department of Defense.

That matters because one purpose behind Janus extends beyond military power resilience. The Army has described the program as a way to help advanced-reactor companies demonstrate technologies that could later enter a broader commercial market.

A successful Fort Campbell demonstration therefore could potentially generate technical data that BWXT might later want to use in a civilian licensing process.

Whether that happens, how much Army-generated work NRC could credit and what NRC would independently review remain questions for the agency’s forthcoming response.

TVA supports the mission. It has not tied Project Janus to a grid request.

TVA has now responded as well.

In a statement to The Redemption Project, TVA emphasized the national-security importance of resilient nuclear generation and said the utility will continue working with federal partners to provide resilient energy to military installations.

That establishes TVA’s broad position.

It does not establish the electrical arrangement for BWXT’s Fort Campbell reactor.

The Army and TVA separately announced a nonbinding memorandum of understanding Aug. 5 to explore energy resources at Fort Campbell and Redstone Arsenal. The agreement contemplates site characterization, regulatory coordination and environmental review.

TRP asked TVA whether that agreement specifically includes Project Janus and BWXT’s BANR reactor.

TVA’s initial response did not answer that question.

TVA also did not say whether it has received a Janus-specific generator-interconnection request, whether BANR would operate entirely behind the meter, synchronize with TVA’s system, island itself during outages or potentially export power.

Nor did TVA identify what transmission or substation improvements could be necessary, who would own them, who would pay for them or what rate mechanism would keep project-specific costs from reaching ordinary TVA and local-power-company customers.

TVA instead directed TRP to its public OATI OASIS generator-interconnection queue.

TRP reviewed the public queue material available Friday and did not identify an entry clearly labeled Fort Campbell, BWXT, BANR, Christian County or Project Janus.

That is not evidence that no interconnection request exists.

Large generation projects can appear under project companies, abbreviations, confidential identifiers or descriptions that are not obvious from a public-facing search. TRP has therefore asked TVA to provide the public queue identifier if a Janus-related request exists.

Until TVA does, the accurate conclusion is narrower:

TVA has endorsed the military-resilience goal, but it has not publicly established that the Fort Campbell Janus reactor is in its interconnection queue or explained how any grid-related costs would be allocated.

Behind the meter or connected to the grid is more than a technical distinction

How BANR operates electrically could materially change the project.

A reactor operating entirely behind Fort Campbell’s meter and serving only military load presents one set of financial and regulatory questions.

A reactor synchronized continuously with TVA’s transmission system presents another.

A reactor allowed to export surplus electricity beyond the installation creates still more questions involving interconnection studies, dispatch, protection equipment, transmission upgrades and potentially the regulatory boundary between a military demonstration and a commercial generating resource.

BWXT says the BANR technology can support grid-connected applications.

That capability does not prove Fort Campbell will use it that way.

The missing document is the actual Fort Campbell electrical arrangement.

Until that exists publicly, neither ratepayers nor nearby communities can independently determine what infrastructure the project requires outside the base or who ultimately bears those costs.

BWXT referred questions back to its press release

BWXT also responded to TRP’s inquiry, but it did not provide additional project-specific information.

Spokesman John Dobken directed TRP to BWXT’s Aug. 26 news release for the latest information concerning the Fort Campbell project.

That response confirms the company’s public position but does not answer questions not addressed in the release.

TRP has followed up with BWXT and asked whether the referral should be understood as the company’s decision not to answer those additional questions.

Among them are BWXT’s expected private-capital contribution, the legal entity that will own and operate BANR, responsibility for cost overruns, the fuel supply and fabrication arrangement, spent-fuel ownership, long-term liability, decommissioning financial assurance and what happens if the operating company fails or leaves the project.

Unless BWXT provides more information, the accurate description is not that the company failed to respond.

BWXT responded by directing TRP to its existing news release but did not answer the additional project-specific questions beyond what that release contains.

Fuel is not just a reactor-design question

BWXT says BANR will use TRISO fuel and refuel about once every four years.

That answers how often the reactor may need a new core.

It does not fully answer who carries responsibility for the fuel throughout its life.

Army materials elsewhere in Project Janus indicate that used fuel is not intended to remain permanently at military installations and could move after an onsite cooling period to Department of Energy or national-laboratory facilities for longer-term storage or recycling.

Fort Campbell-specific terms remain unpublished.

Who owns the fresh fuel? Who takes title after irradiation? How long will it remain onsite? Who pays for transportation and storage? What happens if the anticipated federal destination is unavailable?

Those are not abstract questions in a contractor-owned model.

They are contract terms.

Contractor ownership makes the end of the project part of the beginning

The Army’s contractor-owned, contractor-operated approach is designed in part to draw private capital and commercial expertise into military energy resilience.

It also makes the underlying agreement unusually important.

The public still does not know the maximum amount assigned to BWXT, how much private capital the company must contribute, who bears construction overruns or what the Army owes if the project is canceled after substantial investment.

The same is true at the other end of the reactor’s life.

Who guarantees shutdown and dismantlement? What financial security exists for decommissioning? Who pays if the operating company becomes insolvent? Can the reactor or permit be transferred to another corporate entity?

Those obligations can be written into a contract and Army permit.

The public has not yet seen them.

Emergency planning begins with a dot on the map

A 20-megawatt microreactor is far smaller than the large commercial nuclear plants familiar to most Americans.

That does not mean the word “micro” determines its emergency-planning boundary.

The actual plan will depend on the final reactor design, accident analysis, site and Army regulatory requirements.

Fort Campbell fire and emergency personnel will need to understand the reactor. Depending on the final location and planning assumptions, civilian agencies in Montgomery County and Clarksville, Tennessee; Christian County and Hopkinsville, Kentucky; and both states also could have roles.

TRP has asked who has already been briefed, what planning boundary is anticipated, which agencies will participate in exercises, what specialized equipment and training may be needed and who will pay for it.

The Army says those answers are being gathered.

The public does not need access to protective-force tactics, detailed vulnerabilities or other information whose disclosure could create a security risk.

Local governments do need to know what responsibilities they may be expected to assume.

The selection started the accountability process

Fort Campbell’s selection is consequential.

The Army has chosen BWXT as its technology partner. BWXT has identified a 20-megawatt reactor concept. The federal government has put Project Janus on a milestone-based funding track and is explicitly trying to develop a new model for resilient military nuclear power.

But the major distinctions remain.

The $2.2 billion is programwide.

The Sept. 30, 2028 deadline applies to the first Army-regulated reactor somewhere in Janus, while BWXT targets Fort Campbell construction beginning in late 2028 and operation in the early 2030s.

The exact site remains unsettled.

TVA supports the resilience mission but has not publicly tied BANR to an interconnection request or disclosed how grid costs would be handled.

NRC says the jurisdictional questions require additional legal and technical work and expects to respond next week.

The Army says it is actively gathering answers on siting, environmental review and emergency planning.

BWXT has referred TRP to its existing release rather than answering the additional lifecycle and financial questions.

None of that establishes that the project is unsafe, uneconomic or improperly structured.

It establishes what remains to be proved.

The Army’s argument for Janus is that mission-critical military installations should not lose power simply because the civilian grid does.

That resilience has real national-security value.

The next question is whether the financial, regulatory and public-accountability systems surrounding the reactor can prove themselves as clearly as the technology is expected to.
