It includes Tennessee&#8217;s K-12 funding formula, summer learning, teacher-related costs, school choice, charter school facilities, higher education, campus buildings and other education-related programs.</p><p>Those items may all fall under the same general label. They do not all do the same thing.</p><p>Tennessee&#8217;s fiscal year 2026-27 budget document separates education into several areas, including K-12 education, higher education state-administered programs, the University of Tennessee system, state universities and community colleges, and individual higher education institutions. The table of contents places education in its own section, then breaks it into smaller parts.</p><p>That is the first lesson for readers.</p><p>The word &#8220;education&#8221; is too broad to explain are useful when they help citizens see public opinion more clearly.</p><p>They are dangerous when they become weapons.</p><p>That is the central lesson from this series on the new national registered-voter poll from Overton Insights.</p><p><strong>Over the past several days, the poll has offered a window into how voters are thinking about gas prices, 2028 presidential politics, teachers&#8217; unions, sports betting, university athletics funding, data centers, artificial intelligence, public figures, primary participation, political violence, the military draft and public trust.</strong></p><p>Those are very different issues.</p><p>But together, they point toward a larger civic picture.</p><p>Voters are economically pressured.</p><p>They are skeptical of large institutions.</p><p>They are uneasy about new technology.</p><p>They are cautious about some public spending choices.</p><p>They are divided by party, but not on every issue.</p><p>They are already forming early impressions about 2028, but those impressions are not final.</p><p>And they are living in a public environment where trust is fragile and information moves faster than That matters because people often experience politics through daily pressure before they think about policy details.</p><p>Voters may not study energy markets.</p><p>They may not know every cause behind fuel prices.</p><p>They may not separate federal authority, state taxes, oil production, refining capacity, global markets and private-sector decisions.</p><p>But they know what it costs to fill the tank.</p><p>That is why gas prices become politically powerful.</p><p>They are visible.</p><p>They are repeated.</p><p>They are personal.</p><p>The poll also found that gas prices were affecting how many respondents viewed the Republican Party. That does not prove gas prices will decide an election. It does not prove voters understand every cause behind fuel costs.</p><p>But it does show that household pressure can become political pressure.</p><p>That is a useful civic warning.</p><p>The economy directing tax dollars to public university athletic departments.</p><p>That does not mean voters dislike college sports.</p><p>It means many voters appear skeptical when the issue is framed as public money going to athletic departments.</p><p>A person can love college football and still question whether tax dollars should support athletics.</p><p>A person can support universities and still ask whether money should go to academics, affordability, workforce training, roads, health care or public safety instead.</p><p>Budget questions are not only about whether something has value.</p><p>They are about priority.</p><p>That is one of the broader lessons of the poll: voters may support an institution in general while still questioning a specific use of public money.</p><p>That kind of distinction matters in every budget debate.</p><div><hr></div><h2>The poll shows education politics are complicated</h2><p>Teachers&#8217; unions were another example.</p><p>The topline showed more support than opposition for teachers&#8217; unions overall. But the party divide underneath that topline was sharp.</p><p>Democrats were strongly supportive.</p><p>Republicans were much more opposed.</p><p>Independents leaned supportive in this poll.</p><p>That tells us the issue cannot be reduced to a single slogan.</p><p>For some voters, teachers&#8217; unions may mean protecting teachers, strengthening public education and improving working conditions.</p><p>For others, they may mean political power, resistance to reform or distrust of education institutions.</p><p>Both perceptions exist in the public conversation.</p><p>The poll does not tell us which education policies voters would support in detail. They help reveal where the public actually overlaps and where the reasoning may differ.</p><div><hr></div><h2>The poll shows local backlash can scramble politics</h2><p>Data centers may be one of the most important future-facing findings in the poll.</p><p>A large majority of respondents opposed a new data center being built in their community.</p><p>That kind of issue does not always follow normal partisan lines.</p><p>A data center can raise concerns about land use, electricity demand, water use, tax incentives, noise, infrastructure, local control, environmental impact, corporate power and whether communities are being asked to carry costs for benefits that flow elsewhere.</p><p>That is why the issue matters.</p><p>Technology may feel abstract until the physical infrastructure arrives nearby.</p><p>Then the question changes.</p><p>It is no longer just about innovation.</p><p>It is about land, utilities, public process and trust.</p><p>A data center is not just a tech facility.</p><p>It is a local trust test.</p><p>That kind of politics may become more common as artificial intelligence, energy demand and economic development projects place more pressure on local communities.</p><div><hr></div><h2>The poll shows AI unease is real</h2><p>The AI and automation numbers were also important.</p><p>Voters were more likely to view AI and automation as a net negative than a net positive, while many said the positives and negatives are roughly equal.</p><p>That is not the same as saying voters reject all technology.</p><p>People may use AI tools and still distrust what AI means for jobs, schools, privacy, authenticity, misinformation, surveillance or human judgment.</p><p>The public may not be asking for a ban.</p><p>It may be asking for boundaries.</p><p>That is a serious governance question.</p><p>Who regulates AI?</p><p>Who is accountable when automated systems cause harm?</p><p>How should schools handle AI use?</p><p>How should employers disclose it?</p><p>How should political deepfakes be handled?</p><p>How should government agencies use or limit algorithmic tools?</p><p>The poll does not answer those questions.</p><p>But it shows that public confidence is not automatic.</p><p>Technology should not be above public questions simply because it is new.</p><p class="button-wrapper" data-attrs="{&quot;url&quot;:&quot;https://newsroom.theredemptionproject.news/p/what-the-overton-poll-shows-and-what?utm_source=substack&utm_medium=email&utm_content=share&action=share&quot;,&quot;text&quot;:&quot;Share&quot;,&quot;action&quot;:null,&quot;class&quot;:null}" data-component-name="ButtonCreateButton"><a class="button primary" href="https://newsroom.theredemptionproject.news/p/what-the-overton-poll-shows-and-what?utm_source=substack&utm_medium=email&utm_content=share&action=share"><span>Share</span></a></p><div><hr></div><h2>The poll shows 2028 is visible, but not settled</h2><p>The 2028 presidential numbers drew attention, as early presidential numbers always do.</p><p>On the Republican side, JD Vance led the full field, while Marco Rubio led Vance in a head-to-head matchup.</p><p>On the Democratic side, the field looked more scattered, with several candidates clustered and no dominant front-runner in the full-field question. Alexandria Ocasio-Cortez led Gavin Newsom in a head-to-head test, while Newsom led Vance in a hypothetical national general-election matchup.</p><p>Those numbers are interesting.</p><p>They are not destiny.</p><p>A poll in May 2026 cannot tell us who will run, who will drop out, who will raise money, who will win debates, what the economy will look like, what crises will emerge or what voters will care about in 2028.</p><p>Early polling can show party mood, name recognition, faction strength and uncertainty.</p><p>It cannot freeze the future.</p><p>That is why readers should treat early presidential polling as a temperature check, not a prophecy.</p><div><hr></div><h2>The poll shows favorability is more than popularity</h2><p>The favorability numbers for public figures also offered a useful lesson.</p><p>Favorability is not just about whether people like someone.</p><p>It is about familiarity, polarization, media exposure, party identity and what a public figure represents in the minds of voters.</p><p>Some figures were well known and deeply polarizing.</p><p>Some were unknown to large shares of voters.</p><p>Some had similar topline numbers but very different party breakdowns underneath.</p><p>That is why favorability polling should be read carefully.</p><p>A person can be underwater overall and still strong with one audience.</p><p>A person can be unknown nationally and still influential online.</p><p>A person can become a symbol before most people fully understand their record or views.</p><p>The poll does not tell us whether any public figure is right or wrong.</p><p>It tells us how voters perceived them at a moment in time.</p><p>That is useful.</p><p>It is limited.</p><div><hr></div><h2>The poll shows trust is fragile</h2><p>The political violence question may have been the most concerning from a civic trust standpoint.</p><p>Respondents were divided over whether recent attempts on President Donald Trump&#8217;s life were genuine or staged, and the answers split sharply by party.</p><p>That finding is not only about Trump.</p><p>It is about public trust.</p><p>When citizens interpret political violence through partisan identity, media exposure and institutional suspicion, the country has a deeper problem than disagreement.</p><p>Democracy can survive fierce debate.</p><p>It struggles when citizens no longer share enough trust to evaluate reality together.</p><p>That does not mean people should blindly accept every official statement.</p><p>Skepticism has a place.</p><p>But disciplined skepticism is different from reflexive disbelief.</p><p>Disciplined skepticism asks for evidence.</p><p>Reflexive disbelief starts with the assumption that any unwanted fact must be fake, staged or manipulated.</p><p>When every fact becomes tribal property, self-government weakens.</p><div><hr></div><h2>The poll shows the draft remains politically heavy</h2><p>The military draft question showed broad opposition to compulsory military service under the scenario presented.</p><p>That does not mean Americans oppose the military.</p><p>It means support for national defense does not automatically translate into support for forced military service.</p><p>A draft is one of the strongest claims government can make on a citizen&#8217;s life.</p><p>It raises questions about war powers, fairness, citizenship, national obligation, family sacrifice and trust in political leaders.</p><p>Even among Republicans, the poll showed division rather than overwhelming support.</p><p>That finding matters because it reminds us that public support for government power has limits.</p><p>Citizens may support strength.</p><p>They may still resist compulsion.</p><p>Support for the military is one thing.</p><p>Trusting political leaders with compulsory service is another.</p><div><hr></div><h2>The poll shows primaries deserve more attention</h2><p>The poll&#8217;s primary participation question offered another reminder: primary voters are not always the same as general election voters.</p><p>That matters because primaries often shape the choices everyone else receives later.</p><p>In some states, districts or counties, the primary may effectively decide the election.</p><p>In others, it may narrow the field or push candidates toward certain messages before the general election begins.</p><p>Primary electorates can differ by gender, age, religious participation, ideology and motivation.</p><p>That means candidates may campaign differently in primaries than in general elections.</p><p>It also means voters who wait until November may sometimes be entering the process after the most important decision has already been made.</p><p>That is especially relevant in places where one party dominates local or state politics.</p><p>In many places, the primary is where public power is first filtered.</p><div><hr></div><h2>What the poll does not show</h2><p>For all its usefulness, the poll has limits.</p><p>It does not predict 2028.</p><p>It does not explain every voter&#8217;s reasoning.</p><p>It does not prove what Tennessee voters specifically think on every issue.</p><p>It does not turn small crosstabs into stand-alone polls.</p><p>It does not replace election results.</p><p>It does not tell us whether public opinion will stay the same.</p><p>It does not show how people would answer if questions were worded differently.</p><p>It does not tell us how views might change after campaigns, events, legislation, lawsuits or economic shifts.</p><p>It is a snapshot.</p><p>A useful snapshot.</p><p>But still a snapshot.</p><p>That is why the methodology matters.</p><p>The poll surveyed registered voters across the United States. It was conducted online after peer-to-peer text invitations, used a voter-file sample and reported weighted results. Tennessee passed a budget worth a certain number of billions. Education received this much. Roads received that much. Health care received another amount.</p><p>But that is not really how a budget works.</p><p>Tennessee&#8217;s budget is not one pile of money sitting in Nashville waiting to be divided up. It is a legal spending plan built from different funding sources, categories, timelines and restrictions.</p><p>Some money is controlled by the state. Some comes from the federal government. Some is recurring. Some is one-time. Some pays for daily operations. Some pays for construction. Some is transferred into reserves. Some is tied to specific programs.</p><p>That is why the headline number is never enough.</p><p>The budget bill for this cycle is SB 2690/HB 2631. According to the Tennessee General Assembly&#8217;s bill page, the appropriations act covers expenses for state government for the fiscal years beginning July 1, 2025, and July 1, 2026. It includes state operations, aid, obligations, capital outlay, debt service, emergency and contingency spending, and restrictions on how appropriations may be obligated and spent.</p><p>That Spencer Pratt, Erika Kirk, Ben Shapiro, Hasan Piker, Graham Platner and James Fishback.</p><p>The results are useful.</p><p>They are also a reminder that favorability numbers can hide as much as they reveal.</p><p>A public figure can be well-known and disliked.</p><p>Another can be unknown to most voters.</p><p>Another can be popular with one group and deeply unpopular with another.</p><p>Another It tells us how a sampled group of people answered specific questions during a specific period, using a specific method.</p><p>That makes polling useful.</p><p>It also gives polling limits.</p><p>The Overton Insights national poll was conducted May 16-20 among 1,377 registered voters across the United States. The poll reports a margin of error of plus or minus 2.6 percentage points. Respondents were recruited through peer-to-peer text-message invitations from a voter-file sample of registered voters with available cellphone numbers. The survey was completed online, in English, and the results were weighted by gender, age, education and race to reflect the registered-voter population.</p><p>Methodology is not the boring part.</p><p>It is the instruction manual.</p><p>It tells readers what the poll is trying to measure, how the data was collected and where caution is needed.</p><p>During an interview with <a href="https://open.spotify.com/show/4rW9yj9mQ8L0HqvZ2RO7N7?si=kQWhkne3QyOyCXYK6xpCnA&amp;nd=1&amp;dlsi=7c63199f0ae64232">The Redemption Project</a>, Mark Cunningham, director of polling for Overton Insights and original founder of the Beacon Poll, described a poll in plain English: a snapshot in time. It is not predictive. It does not tell readers what will happen months or years from now. It tells readers how respondents answered when the poll was taken.</p><p>That idea should guide this entire series.</p><p>A poll should not tell citizens what to think. It should help them ask better questions.</p><p>Over the next several days, this series will walk through findings from the Overton poll on gas prices, 2028 presidential politics, teachers&#8217; unions, sports betting, data centers, artificial intelligence, public spending, political favorability, primary participation, political violence, the military draft and public trust.</p><p>The goal is not to declare winners and losers from one poll.</p><p>The goal is to help readers understand what the numbers show, what they do not show and how polling can be useful without being overread.</p><h2>Start with the question</h2><p>Before reacting to a poll result, the first thing to read is not the headline.</p><p>It is the question.</p><p>Polls do not measure vague public feelings floating in the air. They measure responses to exact wording. Change the wording, and the result may change too.</p><p>For example, the Overton poll asked whether respondents support or oppose tax dollars going to public university athletic departments. That is not the same as asking whether people like college sports. It is not the same as asking whether they support student athletes. Candidates get labels. Opponents test attacks. Supporters repeat phrases until they sound like facts. A complaint becomes a scandal in one post and a nothingburger in another. A legitimate question becomes a smear. A smear gets dressed up as public accountability.</p><p>That is where voters have to slow down.</p><p>Public controversy is not one thing. A corruption conviction is not the same as a campaign finance complaint. A complaint is not the same as a finding. A dismissed complaint is not the same as a full public audit. A campaign insult is not evidence. A nickname is not a record. And a candidate&#8217;s ideology, even if controversial, is not the same thing as misconduct.</p><p>That distinction matters in the 2026 Tennessee governor&#8217;s race because several narratives are already forming around the candidates. Some deserve real attention. Some require more evidence. Some are ordinary campaign combat. Some are just political shorthand meant to make voters react before they think.</p><p>The job of voters is not to ignore controversy. Early in the process, a judge or magistrate may have to decide whether that person waits for trial in jail or is released before trial under conditions set by the court.</p><p>Many Tennesseans likely assume judges already have broad authority to deny bail in serious cases.</p><p>Constitutionally, that is not always true.</p><p>In November 2026, Tennessee voters are expected to consider a proposed constitutional amendment that would expand the circumstances in which judges can deny bail before trial. The resolution itself states the proposed amendment is to be submitted to voters at the November 2026 general election, the next general election in which a governor is to be chosen (Tennessee General Assembly, 2025).</p><p>Supporters argue the amendment would strengthen public safety protections in serious cases. Critics warn it could expand government detention authority before conviction in ways that deserve careful scrutiny. It simply means the standards have to be clear before conclusions are drawn.</p><p>A U.S. senator does not vote on the same legislation as a state representative. A member of Congress does not vote on the same bills as a city council member. A sponsored bill will be identified as sponsorship. A campaign statement will be identified as a statement. A public platform will be identified as a platform. If no comparable record exists, the guide will say that instead of pretending otherwise.</p><p>A vote shows what a candidate did when legislation came before them. It does not always tell the entire story, because bills can be broad, amended, bundled or procedural. But a vote is still an official act.</p><p>A bill sponsorship shows what a candidate chose to publicly support. That matters, especially for candidates who have not held office. But it should not be treated as carrying the same weight as a legislative vote.</p><p>A campaign platform shows priorities. It tells voters what a candidate wants emphasized. But platforms are written to persuade, not simply document.</p><p>That is why this project separates evidence type from policy direction.</p><p>On each issue, the guide asks four basic questions: What public record exists? What did the candidate do or say? What did the bill or policy actually do? And how directly does that record compare to the other candidates?</p><p>Sometimes the comparison is strong. Federal candidates voting on the same legislation can often be compared directly. Sometimes the comparison is partial. A federal vote on education policy is not the same as a Tennessee House vote on school vouchers, but both may still show how a candidate approaches school choice, parental rights or public education funding.</p><p>Sometimes the comparison is limited. A city council member may not have a direct vote on abortion, vouchers or federal tax policy. It is the honest way to do it.</p><p>The guide also does not treat advocacy scorecards as final authority.</p><p>Ratings from conservative, liberal, business, labor, gun rights, abortion rights, environmental or civil liberties organizations can help identify legislation. But those groups are not neutral referees. They rate votes through the lens of their own priorities. A &#8220;good&#8221; score often means a candidate aligned with that organization&#8217;s position. It does not automatically mean the legislation itself was good public policy.</p><p>For that reason, scorecards may help locate relevant votes, but the guide relies primarily on the underlying legislation, official vote records, public statements and campaign platform language whenever possible.</p><p>The guide also avoids &#8220;favorable&#8221; and &#8220;unfavorable&#8221; labels. Those terms belong to advocates. This project is not designed to tell voters which side to support. It is designed to show voters what candidates have done or said and why it matters.</p><p>The same standard applies to public controversies.</p><p>A formal complaint is not the same as a finding. A dismissed complaint is not the same as a conviction. A campaign attack is not the same as public corruption. A policy disagreement is not the same as misconduct.</p><p>When controversies are included, the guide will separate allegations, official outcomes, campaign rhetoric and verified public records. Voters can decide how much weight each issue deserves, but they should not be asked to treat all criticism as equal.</p><p>Before publication, campaigns are being given the opportunity to dispute, clarify or correct summaries used in the guide. That does not mean campaigns control the final product. They do not. But fairness requires giving candidates the opportunity to identify missing context, incorrect wording, overlooked votes or relevant public statements.</p><p>If a campaign disputes a summary, it is being asked to provide the specific statement being challenged along with supporting evidence such as bill numbers, vote records, campaign materials, public statements or official documents. If no response is received by the stated deadline, the guide will proceed using the best available public record.</p><p>That is the process.</p><p>The purpose of this project is not to make every candidate appear equal. They are not equal on every issue. Some have long legislative records. Some have detailed policy platforms. Some have limited public records in certain areas. Some have taken clear positions. Others have not.</p><p>The purpose is also not to flatten real differences. If two candidates hold opposing positions, the guide should show that. If one candidate has a legislative vote and another has only a public statement, the guide should show that too. If no comparable record exists, the guide should not fill the silence with assumptions.</p><p>Voters deserve more than campaign slogans. It changes who gets to claim a community, who voters believe belongs there and who has to explain why they should be trusted to represent it.</p><p>Tennessee voters are about to hear a lot about that.</p><p>Some of it will be legal. Some of it will be political. Some of it will be emotional. In the newly redrawn 9th Congressional District, it may be all three at once.</p><p>That is why one basic civic question matters: Does a candidate have to live in the district they are running to represent?</p><p>The answer depends on the office.</p><p>For the Tennessee General Assembly, district residency is part of the rule. The Tennessee Secretary of State&#8217;s office lists state House candidates as needing to be at least 21, to have been a citizen of Tennessee for three years, to have lived in the county represented for one year immediately before the election and to be a qualified voter of the legislative district by Election Day. State Senate candidates face similar requirements, though the age requirement is 30 and the Tennessee Constitution refers to residence in the county or district represented for one year immediately before the election.</p><p>In plain English, if you want to serve in the Tennessee House or Tennessee Senate, district residency is not just a campaign talking point. green clover emblems, extension offices, and young people learning responsibility through agriculture.</p><p>That identity still matters because it remains culturally true across much of Tennessee. The newly released 2025 Tennessee 4-H annual report does not replace that tradition. numbers begin to unfold, a larger statewide story appears.</p><p>Tennessee 4-H reported <strong>154,486 youth participants in 2025</strong>, making it one of the largest youth-development systems operating across the state. More than half of those participants, <strong>54%</strong>, live in small towns and open country. That helps explain why the program still feels deeply rural in public memory.</p><p>Yet another number changes the picture quickly: only <strong>7%</strong> of participants are listed as living on farms. Meanwhile <strong>39%</strong> come from larger towns, cities and suburban communities.</p><p>That does not mean agriculture has disappeared from 4-H. It means agriculture no longer fully explains what the program now is.</p><p>The report&#8217;s most active project areas include <strong>creative arts and design, citizenship, communications and public speaking</strong>, alongside traditional project work. It points to a different functional role.</p><p>The same report shows <strong>14,966 students reached through school enrichment and STEM programming</strong>, more than <strong>5,000 youth attending camps</strong>, and thousands more participating through school clubs, after-school clubs and community clubs across Tennessee.</p><p>In practical terms, that means many students are learning to present ideas publicly, work through projects, lead teams, solve problems and operate inside structured settings before they ever reach adulthood.</p><p>That helps explain why 4-H often continues receiving broad support across Tennessee even when education debates elsewhere become politically difficult.
